Commercial water-efficiency ROI: what sits behind the savings claim?

How commercial property owners can evaluate water-efficiency proposals through usage baselines, net savings, contract terms, and operating requirements.

A water-efficiency proposal becomes an investment decision when the owner can understand what is measured, how savings are calculated, what costs remain, and who carries the risk if performance falls short. Those questions matter for a single operating site and become more important when a property owner is considering a portfolio rollout.

The decision

Evaluate the net economic benefit under a defined measurement method. A percentage reduction, a warranty, and a savings guarantee each describe different things.

Establish what the baseline actually measures.

Request usage and billing records that capture the site’s operating cycle. Map each meter and account to the activity it serves. Irrigation, customer operations, and ancillary facilities may have different usage patterns even when they occupy the same property. A combined bill can obscure where an intervention is expected to have an effect.

Separate changes in consumption from changes in tariff, occupancy, throughput, weather, and service mix. For a seasonal operator, comparing one post-installation bill with one earlier bill may say more about trading conditions than equipment performance. Agree how those factors will be treated before the baseline is accepted.

The evaluation also needs to distinguish lower utility charges from reduced physical water use. Ask the technical provider to explain which outcome is expected, the proposed mechanism, and the evidence required to verify it at the site.

Translate the proposal into net benefit.

A gross saving should be reconciled to what the operator retains. Identify service charges, financing costs, maintenance obligations, and any upfront expenditure. Where a fee is expressed as a percentage, state its denominator: the historical bill, the current bill, or the measured saving. Those methods produce different economics.

The simplified example below is illustrative and does not represent a Siro engagement or a vendor offer. It assumes the baseline is comparable with the measurement period and ignores tariff changes. Its purpose is to show why the fee basis matters.

Read the guarantee alongside the full agreement.

An equipment warranty addresses specified equipment obligations. A savings guarantee addresses performance under a measurement method and stated conditions. A service term establishes how long contractual obligations continue. Their durations need not be the same.

Request written answers before the next approval stage. Who reviews the data? How are disputes or missing records handled? What happens if savings fall below the stated level? Is the remedy a fee adjustment, reimbursement, repair, or removal? Confirm which costs are covered and whether the agreement continues after the remedy is applied.

Ownership changes deserve attention where a property may be sold or a lease may end. The approval team needs to understand any transfer, termination, access, and restoration obligations rather than discovering them during a later transaction.

Qualify operational fit before scheduling installation.

The person paying the utility bill may not control the installation location. Establish who owns the property, who can authorize work, and who has responsibility for the affected systems. Where the occupier is a tenant, resolve the relevant permissions and term alignment before assuming that economic interest is sufficient to proceed.

Ask the technical team to identify compatibility requirements, service interruption, access arrangements, commissioning, and the process for handling operating issues. A brief interruption can be material when water is central to the site’s revenue. The commercial proposal should reflect the operating plan agreed with the site.

Use a pilot to answer the portfolio question.

For multiple properties, select pilot sites that allow the owner to test the assumptions behind wider deployment. Record differences in activity, existing efficiency systems, utility tariffs, and contractual control. A result at one property should not automatically become the forecast for another.

The approval record should show the measured benefit, implementation burden, unresolved issues, and conditions for expanding the program.
